This video shows you how to change the administration panel on WordPress 2.7.

I’ve found five ways to customize the appearance of the admin panel.

Minimize the windows.
Use the “screen options” tab.
Modify the left sidebar.
Go with one column.
Move the windows around.

I guess, the best way to change the look of wordpress adminpanel is to go into hardcode (CSS, PHP etc)
